I’d taken this for a steel tugboat, but there’s a name match for an 1899 wooden hulled tug.

Here’s the 1899 boat, said to have lasted until 1970.

Is there an open wheelhouse, or is the person taking photos it seems standing behind the wheelhouse?

By the cars, the photo was taken no earlier than 1951. This appears to be lock E-6.
