It’s been over six years since I’ve transited locks O-2 and O-3, too long to visualize, but I’m quite sure this shot is looking west. I’m certain that that large brick building on the far side is no longer there. Maybe someone looking at this image can identify the building and what was manufactured there.

But here’s another question: how many people do you see in this photo?

Add them up.

Here’s a closer-up of the right side of the photo above.

I take it these workers are building forms where concrete will be poured later?

These four [or five] men might be entirely unrelated to the dam work.
