Might this be the 1938 Jakobson tugboat? If so, might this be a photo taken in 1952 or earlier? I do believe this is also a 1938 tugboat built in Bay City MI. But this one, which has a attracted quite the well-heeled crowd, eludes me. Any help in identification or tugboat or lock?
